Anyone have any thoughts on the Saba campaign, I've done 3 tries so far and gotten nowhere.

1st try I took 3 settlements in the first 15 turns and ended up in a public order death spiral, with no growth, no ability raise taxes or afford more than one army.

3rd try I turtle in the capital for 24 turns, all the while haemorrhaging population for no reason as far as I can tell, get public order to maximum by turn 20 to actually start growing the settlement along with focusing growth and public order techs, then kill Himyar and instantly start starving, cutting my population in half while other nations start fighting wars in my lands, stealing food and preventing anyone from replenishing.
Not even getting a fish port and farm fixed the issue.
