Cant increase Meritocracy!
I only can increase bureocracy.

You can increase it up to close to 100. Higher levels provide more governance.

meritocracy gives % boni, each point of mer gives 1% extra too your burocracy to end up with governance .
Aka:
10 Burocrazy and 20 mer gives you 12 governance
