Expand the Bureaucracy
I've kept this policy running for quite a while as the Yuan dynasty, without expanding anywhere (it became insufficient after I integrated a couple of small vassals), yet not long after I've gotten rid of the insufficient bureaucracy modifier, it comes back again. It's an endless spiral, it seems.

Keep an eye on the values decisions; they display your bureuacratic power and governance.
there must be a way to make your beruacrating power. go quicker? it goes terribly slow i would like to spend 500 for 20. and dunno inflation?

you dont have to do it anymore, it expand with the ADM tech now... Thats all i know - not 100 sure btw.

Reminds me, last time I played the Glory of Byzantium submod I started out extremely lacking in bureaucracy as Byzantium. If admin tech gradually increases it, then that means I'd be stuck with that insufficient bureaucracy modifier for a rather long time.
