What are good strategies for increasing development in your proviences? I'm trying to figure out this state vs nobel vs civilian control of lands and how that effects development, I'm used to vanilla development when points are assigned to development, so this is quite a bit different, searched for these topics on the wiki, but didn't find much useful information. Should I seize civilian lands? Seize Nobel lands, how can I influance and speed up development in lands where the crown doesn't have majority control?
