I need help with territorial cores. I've owned Scotland and Ireland now for 100 years plus (it's now 1449 and I capture the last province 50 years ago. The Scottish culture is an accepted culture. However, I cannot core anything in Scotland or Ireland. I have created states in all areas, but the territorial core won't leave. This leaves autonomy at 80% and frequent revolts.

What am I doing wrong (if anything?)
