Cant core after eredicate a culture

So i am playing as Byzantium and wanted to eradicate all cultures and make them Greece but I cant core them. Even when they are Greek culture and everything around province is mine. Is it a bug or is it intended?

It is a bug; there is an errant check on that requirement that applies it to primary culture provinces in a way that they can never satisfy. Will be fixed in the next release this Friday.
