Is this mod balanced

I thinking of starting a new game but is this mod balanced i see alot of develop ment places

Yes, it's balanced. The game has much higher development values now in order to get proper ratios between the old and new worlds.

AI's exhaustion never goes above 1.0 in my games. It is supposed to be so?
