Ideas exclusivity
How come Economic ideas are mutually exclusive with innovative or religious? That doesn't make any sense. It also means that as Byzantium, religious and economic ideas can't both be chosen, despite both being very appropriate (with the former also allowing a few decisions to be taken).

It was set up that way quite awhile ago; it's meant to limit your focus options an avoid cases where there is an idea group that "everyone always takes" like economic.
