>You can core lands inside your culture group if it is accepted and in the same region as your capital (in your case balkans region), but for some reason if the culture is accepted via the cultural union event firing you won't be able to core (been an issue for some time now).
Byzantium has few lands eligible to become cores without culture conversion. In my experience with that tag, it was best to deport the population very early on. Passive conversion is far too unreliable or takes too long to use effectively. When in doubt, deport.
