How can I core provinces at all if I can't accept cultures from territories?
playing as trebizond and I took some land from some Turks -- but i'll never be able to accept Turkish culture, and therefore never be able to core it, right? And I can't promote a culture to be accepted unless it's in a core, right? So am I just doomed to never be able to accept any cultures?
