how can i core provinces outside my capital region?
Hey,
i'm playing as france and conquered 'Rethel' more than 50 years ago. It's culture is wallonian which is in my culture group and as an empire, it is also accepted/in the left column of the culture menu. But i can't core it. Also i can't change the culture to my primary via the realm management interface. A sheriff's department is built.
What am i supposed to do?

If it's an accepted culture outside the capital region you need to own all the surrounding provinces.

hey,
thx for your quick reply and this fantastic mod.

OK, i got it. So it is very difficult to get cores outside of your home region. But on the other hand you get very easily cores at unreasonable far away provinces if you diplo annex them. Is this intended?
At my current mp game my friend is playing as milan. He got cores in Valencia by diplo annex Aragon while i'm not able to core Rethel even it's one province away from my capital Paris.

And another point i didn't get:
I'm also not able to core the swiss provinces. I promoted the swiss culture, so it is accepted and i moved my capital to geneve, which is in the same region as the swiss ones. But sadly i can't core them.
So this new coring system seems to be a bit inconsistent.
It would be a giant help, if the context menu shows not only the four different conditions for coring a province but also which condition is not met. IMHO

But your work is fantastic and i spent so many enjoyable hours with my friend playing it!!
Thx very much :)

The diplo-annex isn't working quite right then, it's only supposed to award cores you would otherwise be eligible to have. I'll take a look at that.

As to the core tooltip, I'll see if there is a creative way to improve the tooltip. What I don't want is one where you only get one message when two or more things are blocking it; if, for example, you had the tooltip that said separatism would need to die off before you can core the province it would be quite irritating if you waited for separatism to die only for a new tooltip to pop up about another requirement. That said, I think I can write a series of tooltips that would leave the unfulfilled conditions in red text without it being too performance-intensive as only human players need to see it. Thank you for the excellent suggestion.
