Cant develop anymore
Hi, i cant develop my provinces anymore. I am playing as Brandenburg (1367) and i noticed that the development of some provinces suddenly dropped without me noticing it. (No Event) f.e. Brandenburg itself dropped from 12 to 8 and the strange thing is i cant invest points to develop any province anymore. (Yes i have all Major DLC's)

It probably is something intended but i cant find any information about it. I checked all modifiers (country and province), ideas, decisions, Encyclopedia and i googled it but couldnt find any Information what so ever.

It would be nice if a enlightened one could answer my question:
Why.

Its the black death, it can wreck development sometimes. development will rise again over time through passive code.

Source: I am a low end playtester in the team.
Black death expired already (atleast the modifier did) a long time ago but i guess i just have to wait then? it also locks the development buttons so i cant invest?

I have to say that I dont really understand the mechanics myself, but high war exhaustion low legitimacy(?) and low stability can cause drops in development now. I think the only person who really understands it in depth is Rivaltdm as he wrote it, Penguintopia might aswell. Sorry I can't answer more fully :)
none of these things mentioned ever happened to me this playthrough

I started games in both the new world and in Japan and you are unable to raise devlopment in either. I don't think the Black Death effected either of these regions.

Its intentional, there is a passive development system running behind the scenes although it may take a while to show due to the way the black death often kills off quite a bit of development.

:P still it should be stated somewhere guys... Documentation is needed for a eu4 player! Im sitting there with a ♥♥♥♥♥♥♥♥ of monarch points and wonder why i cant spend them and im against wasting points to tech up ahead of time if not needed.

Manual development was such an important feature in playing tall. But with this update I have to look at my Monarch Points being maxed out at 1600 and just wasting away. I can only prevent MP waste by setting my national focus to administrative and blobbing massively, because I'm already too ahead in time to invest in technology. As someone who neurotically micro-manages in EU4, seeing points maxed out and essentially being wasted, hurts my eyeballs

Actually I prefered VeF over MEIOU because VeF kept the manual developement of provinces as a key mechanic. Since you have dropped that out, I might have to reconsider which mod I will use now =(

Well, I have Manual Development on pirated EU 4 with Common Sence.

Black Death causing reduce of Basetax (now development) is oooold thing, funny that its still works.

EDITED: Ah, did not notice that VeF was updated. Glad that I'm on old version :D

Yeah im also one who doesnt want to be to big to fail and even though provinces still develop i have no control over it and so you cant really play tall.

Actually I like that new development system, since you don't have to have DLC to use the feature. But I would mind if DEVS would return that with like 100-125 base cost for development + that new system.

I can tell you from my game as Burgundy. Capital was 19 development at begin, in 1509 became 24, and rest of provinces were +3-5 development. But you need to build Seminaries and other buildings what increase development.

I have looked into the code and it seems like passive development growth sets off in 1370.
This would need testing though
