Highland Rebels
I have a question regarding the highland rebels penalty. I converted every region in the highlands to English culture, but I still have events poping up with highland rebels uprising with no national unrest. Do I have to wait a specific amount of time for the penalty to dissappear?

You have to kill enough of them, but that sounds like the culture mechanism has broken down somewhere; I will have to look into it. Alternatively if you set the region to 40% autonomy they will be quiet.
