Late of advanced swedish army / Westernize Sweden ?

Hello,

With the Scandivian tech group, I cannot exceed lv.36 tech units (for the infantry).
Is this weakness of the Scandinavian countries at the end of game voluntary? If not, there is a way to westernize ?

At tech 37 you get western units.
