Civic Charter
So, little by little this mod makes a tiny bit more sense.
All citizen owned land requires my beaurocrats to manage it. Per the wiki, nobleman manage their own land, IF there is serdom, at least some form of it.

My question, which no google has been able to figure out. WHat does a civic charter does
The minium autonomy is 20% for it, so the questions are the following:
1-Can you revoke it later on?
2-If the area is not a state, does it help lower autonomy in a non state region?
3-Is there an advantage of it over noblemen with serfdom?
4-How does civic charters affect required governance/beaurocracy levels?


Nobles with serdom has less train on my government, So, what does the civic charter provide as a benefit?
