From the policy being enacted, less than a month later an event triggered to decide how to expand the gov.

Quantity or Quality

After selecting either of those options, how long until I see a change in numbers. Patrimonialism iss till there after 7 years. My governance numbers are still at 45.

Its a monthly timer thing based on an event popping, after so long the event will pop and you get to repick the two options, the previous selection will boost up a little and you go through the cycle again.
First, thank you so much for your reply. If I may I'd like to ask some specifics.

1-Monthly timer thing: Meaning it triggers every month, or there is a chance for it to trigger every monrth? I've ran the expanding policy for 1 year and it only poped up once.

This is my beef with this mod, it has too much working behind the scenes rather than flat out state what is going on. When you mean it will boos tup a little. Boost what exactly? And by how much

I loaded the save, waited 1 year with both options, given the options when highlited don't actually provided any statistical info as to what they do.

Do expanding bureaucracy increases Bureaucracy size? Or Current Governance? or it lowers required governance? I am still stuck at 45, a year after having selected to expand it.

After a year of focusing on quality I don't notice any difference either

This mod feels great but I wish it had the manual MEIOU Taxes has. Thiking I'm just going to disable the bureaucracy modifier all together.

It doesn't trigger every month, but rather every three years. Every three years either your merit score or bureaucratic strenght will tick upward. Bureaucratic strenght is directly related to governance (should be exactly the same at game start for most nations) but higher merit values (past 40) will grant a bonus to this. The choice for whether you improve bureaucracy size or your meritocracy will show every ten years and remain active for the interim period.
Thanks for the multiply replies. This info is the stuff I wish was available on the wiki or the encyclopedia:

-Every three years my merit score or bureaucrazy size goes up (ticks upwards): By how much within a given period? 0.0x/anually?

-Bureaucratic strength, you are using synonyms you are familiar with but I am not I'm sorry. By strength you mean which?

Bureaucracy size?
Meritocracy?
Current governance?

-Higher Merit values (higher meritocrazy values I assume) give boniuses to bureaucratic strength...now I need to know what 'strength' stands for? I thought quality of bureaucracy was linked to meritocracy. However, given your statement they are two things rather than one.

So now I got 2 more inquiries:
There is meritocracy
THere is bureaucratic strength( as you say) (what is this, and where is the # to keep track of it)
If I increase quality of bureaucracy(hate spelling this word), that increases merit?

-Every 10 years!? the "investing in bureaucracy" event scroll will show up. Which is the period the expanding policy remains active.
Question...IF I trigger it manually every 5 years does that do anything?
i.e
event vef_newgov.5

Strength = size; I was using the wrong term. Current governance = size * multiplier (if applicable from meritocracy value). Every three years the relevent value goes up by 1 (unless you are running the last-stage bureaucracy policy in the late game in which case it goes up by 2). Increasing quality does indeed increase the meritocracy score.

Every ten years the event will show up (investing in bureaucracy) to choose whether to invest in quality or size but the event itself does not make any additions so triggering it every five years just lets you change it more often. That event simply sets a flag which is checked on the three-year pulse event to determine which stat to improve.
Ah I see, time to dig into the files to see if I can find a way to make the normal policy increase by 2 while the last state policy increase by 3 then .

UNless you'd be so kind as to point me to where those files may be located at ? :P

How the multiplier works in details?

Merit of 20 - 39 gives you 120% of size.
Merit of 40 - 59 gives you 150% of size
Merit of 60 - 79 gives you 180% of size
Merit of 80 - 99 gives you ~210% of size
Merit of 100 gives you ~250% of size
I'm making a slight adjustement right now so that the top threshold is 95 - 100; otherwise a single event causing a 1 point dip would result in a huge swing in current governance.
I'm copying all this stuff onto a notepad by the way. THis is the type of stuff that the game needs. Stats, details the gritty dirty dirt we need to make sure our empire's blossom at the expense of our uncivilized neighbors.

Sorry bit of a rant, finally managed to make Byzantium launch and just conquered Venice so I am happy :P

Thank you Rivtal re meritocracy. More to follow.

I understand that - please confirm:

1. Choice between investing in bureaucracy and meritocracy is every 10 years (as long as policy is still running)

2. For meritocracy you will block your above meritocracy option via "sell of offices" policy. Using this policy will also purge your present meritocracy level !!!

3. Governance = bureaucracy size (number) * meritocracy level i.e.
Bureaucracy 45
Meritocracy = 29 (merit of 20-39 = 120%)
Governance = 45*1.2(120%)=54

4. When policy is running every 3 years your bureaucracy OR meritocracy will go up by 1 (with "march of red tape" policy bureaucracy will go up by 2) point. Which of them will depends on the choice you have made recently.
Dominik I finally understood a few.

1-Incorrect. The policy expanding bureaucracy lasts 10 years, per standard cycle of policies.
The event that it triggers, triggers every 3 years.

You can choose toe xpand or improve quality every 3 years.

2.Sell offices, would have been awesome if it had a stat modifier (decreasing meritocracy by X within Y) but yes don't do it!.

4 more or less, yes!

Although to be honest at this point I disabled that annoying trigger inefficient bureaucracy.
