Country Modifiers: Weak aristocracy and Weak legal traditions
So sorry about wasting everyones time about this but I have gotten a country modifier that I do not understand (And want to get rid of);

I'm playing as Brunswick, early game, and notice the "weak aristocracy" (Development cost +5%, Cav. Combat ability -10%). I can imagine that it has to do something about noble holdings even though they hold 35.7% (Church: 12.1%, Citizen 30.3%).

Might anyone explain the weak aristocracy modifier? And does similar modifiers exist that reflects the weakend possition of the church and citizens?

And while I'm at it (sigh...) how do I get rid of the weak legal tradition?

Aristocracy modifiers are based on aristocratic privilege. So in a way tied to noble holdings. The purely positive one comes at 60 to 80 privilege. 80+ one has the positives too, but also comes with a legitimacy malus.

The legal tradition modifiers are tied to Rule of Law. 60+ for the positives.

Patrimonialism/meritocracy are tied to meritocracy. 40 to 80 to get rid of it.

Is there a way to get rid of these modifiers as Byz? I can't really give nobles their holdings, possibly because of GovType.
