Coring Issues
As I stated in the comments this mod has coring issues.

These issues are unnoticable (or intended) depending on how you play. Unfortunately, these issues become gamebreaking in certain circumstances.

Let me illustrate.

The current core mechanisms are intended to limit Expansion in cores/states by certain common sensical routes - mainly requiring cultural alignment/being next to capital region.

It also allows you to core provinces in territories, overcoming the O.E. which will KILL you.

However, what happens if you conquer Ulster, core 2/3 provinces in the territory, and then make the territory a state? You end up with 2/3 territorially cored provinces, and then when you cap that final province, despite owning the rest of ireland... you'll get an O.E. penalty because it's uncored because you made it a state.

Either forcing you to unstate-states, or to simply die from O.E.

Thus I edited it to my preference -changes the 4th req to requiring 200 months instead of 600, and adds a req that allows you to core accepted cultures after 50 years. The last one allows you to core after 100 years regardless of cultural acceptance. I understand this affects the balance of the game, but frankly it's a change that I didn't like.

Now, I don't recommend the change for the a future update, but I would like to see the possiblity of coring states that are outside of current circumstances. Let's slow down blobbing in other ways (for example, if you don't intend for me to core provinces that I could core into territories, but not states... then don't let me make them into states)
