I dont understand MTTH = 600 months. What is this & how it works? Please give some examples how it works.
What being at war or have been recently has to do with Siberia colonization?
I can colonize Canada, Chile or Africa. Why cant do the same for neighbour provinces to my 150 years old cores?

What is the exact event for colonizing Siberia?
One of the conditions for the event is that you are not at war. So if you are constantly at war, there is a very low chance of you seeing that event.
Something you could do is release one of the russian minors near Siberia as your vassal and let it neighbor Siberia. As long as they have the Siberian Frontier national idea neighboring provinces will begin opening up for colonization.
