OPTION 1

1-) Open the Skyrim Launcher and in DATA, check that the "Dragon Born Castle.esp" mod:
A) Exists in the list
B) Is at the bottom of the load order
C) Is checked (the check box should be filled)
D) Is subscribed (under "Subsribed?" it should say "Yes")
A - The mod does not exist in the list of mods)
1A) Click the big green Subscribe button on the mods main page.
2A) Your steam client should say "Downloading Workshop content" and wait for that to complete
2A) Go back to step 1- and see if that list is correct for you.
B - The mod is not at the bottom of the load order)
1B) Push the mod to the bottom of your load order.
C - The check box is not checked)
1C) Check the box for it to become activated in your game.
D - Subscribed? says "No")
1D) Click on the mod and select "Delete"
2D) A pop-up will say "Delete everything associated with this mod" or something like that, click "Yes"
3D) Close the Skyrim Launcher
4D) Open Steam and then click the "Unsubscribe" button for this mod (it should be where the "Subscribe" button was for this mod)
5D) Open the Skyrim Launcher and verify that this mod is no longer in your list of mods.
6D) Close the Launcher, and go back to this mods page and click "Subscribe"
7D) Your Steam Client should say "Downloading workshop content", wait for it to finish
8D) Open the Skyrim Launcher and wait for it to say "Finished Synchronizing Subscribed Mods"
9D) Open the DATA tab and check that the mod has A,B,C, and D all valid.
10D) If so, you're good to go! Otherwise, repeat steps 4D-9D until the mod appears.
If none of this seems to help getting the mod back into the game, go to OPTION 2 and see if that works.
OPTION 2

Okay so after playing around I think I know why the mod isn't appearing for some users. The reason is now the mods are downloaded through the Steam Client instead of the old way via the Skyrim Launcher. So I completely removed my mod data and attempted to subscribe like you guys would and the mod says "subscribed" and the Launcher even says "finished synchronizing subribed mods" but the mod doesn't appear in the game or the Launcher's Data section!
So what I did was the following (still not sure of what actually caused it to work but this is at least what I did)
NOTE: The following is done if this mod is NOT appearing in the Data section of your Skyrim Launcher.
WARNING: This will reset your in-game settings back to default (like to show dialogue, auto-save, graphics, etc.)
1) I unsubscribed to the mod
2) I went in and removed the mods data files "Dragon Born Castle.esp" and "Dragon Born
3) I loaded a save to verify the mod was completley gone.. DON'T SAVE THOUGH!
4) I then went back to Skyrim Workshop and subscribed to the mod.
Then, when I launched the Skyrim Launcher it said finished synchronizing subscribed mods and everything. Finally, when I loaded the game the mod was still absent!
7) I went back and right-clicked on Skyrim from my Games list: Skyrim->Properties
8) I went to the Local Files tab
9) I clicked "Verify Integrity of game cache...."
10) It went through and said it was verifying one file.
Now this is where it might become particular to you, but this is at least what happened to me.
11) It said it failed to verify 1 game file and that the file would be re-downloaded.
12) I waited for it to do something and...well nothing happend.
13) I repeated steps 9-11 several times until something changed.
14) It said it was downloading a Skyrim Workshop file in my Steam Client download manager.
15) Once it said finished downloading, I opened the Skyrim Launcher and in the Data menu, the Dragonborn Castle mod was sitting there unchecked.
16) I checked its box and clicked "Okay" button.
17) I launched the game and the mod was there.
My thinking is that since the mods have migrated to being downloaded by the Steam Client, that for some reason the Skyrim Launcher doesn't communicate with it very well so the Launcher will say everythings ready when in reality it's not. That's why I went into the verify game cache process in order to get Skyrim to realize a file was missing. That's what I think the issue is for the users saying they subscribed but the mod hasn't appeared.
