PLEASE HELP IT WON'T EVEN START UP

When I try to start up the game, as soon as it is done with the credits thing, it says something about a missing/broken Direct3D. I have no clue what this means, I have tried uninstalling and reinstalling it several times, but to no avail. Someone please help!
