Suggestions
So I'm goign to post some suggestions on map changes and things that I think should be, take it as you please.

Suggestions:

Removes NPCS in entirety, when I killed the NPCS, the lag was GREATLY reduced in all areas. I know having NPCS in maps are cool and all but they can really do a number on FPS. It's ok to have 1 or 2, maybe 3 or 4 NPCS in a map, but anything beyond 5 is beyond too much in my opinion.

There is no need for 2 random barriers stacked on top of each other, talking about at the end of the street, where there is one that blocks out the blackend part and the other that blocks out all the other Civvies throughout it. Only one barrier is needed and that should be left at the blackend part.

If you're going to have black fog, atleast brighten up the map a little. There are so many dark parts of the map that are empty and forced me to use Night Vision and flash light, only to see they're flat with nothing beyond them.

Fence off unused areas or areas that aren't going to be expanded. It's really unusual walking into a part of a map when there is nothing beyond that point

There are a lot of empty rooms or doors that lead to empty rooms, try expanding those rooms into houses or appartments instead of compressing it all in to the Hotel Tower.

Remove all the explosive barrels from the top of the tower, that will also boost FPS. Setting them off even affected my FPS and I have a High end computer. They're pointless and serve no purpose.

Why is the Kleiner room inaccessible? Very weird to have a randomly inaccseible room that looks like it can be entered.

Add more lights to the industrial yard, it's a little TOO dark and hard to navigate, the black fog doesn't help either.

That's my 2 cents on this map, it looks great and seems like it can expand greatly, but there is room for a lot of improvement.

Ok, so I tested out the map again. Reall nice job fencing off unused area among otehr suggestions, but there are still a few other problems. Firstly, you used a little too much light when you brightened up the map, like as if you just took a sun and placed it on the edge of the buildings, kinda looks awkward now. I was hoping that when I said put more lighting down, you would put down more building lights and lamp posts down throughout the area (in a good fashion). Also, the citizens in the hotel appear as errors and it's causing some HUGE FPS drops. once I killed all of them and deleted them, the lag went away. I think you should get rid of the NPCS in the hotel iteself but keep the rest as they don't cause so much lag. I'll post some screenshots of what I'm talking about so you get a better understanding.Thanks for listening to my suggestions.

Just make npcs Walk premade paths (like 30) and only have 6 npc'S active while its noalert

I make them walk using scripted_sequence so i can change moving type.
But i can create paths. Will see.

THe Civvy constantly firing at the error in the deep parts of the warehouse district really kills the FPS even on high end computers. after I deleted her and all the non-easter egg NPC (Kept the Cafe NPCS though, they look nice and add to the feeling of the map), the map's FPS was perfect until I looked at the hotel. You have over 500+ props in that hotel, this was AFTER I deleted the NPCS in the hotel and blew up the barrels. It became more playable but holy christ it nearly crashed my game. The game can't handle loading so many props at once, I suggest emptying out about half, maybe even 3 quarters of the hotel's props, It's GMOD after all, and I'm sure people are going to want to use their imagination in the hotel rooms.

If you don't want to Delete NPCS, I recommend making a Admin room full of map settings, such as: -Remove/Respawn NPCS throughout various parts of the city -Toggle Music On/Off -Toggle "Action Mode" On/off and whatever other features you can think of. That way, people can choose whether or not they want to have NPCS, Music or Action mode, and can be configured to their liking. Keep up the good work with this map, it's really nice.

Not all, just a good portion of them, the game can't handle loading ALL of those props at once, espcially since the vast majority of them are breakable physics props, which require a lot of resources. I would keep atleast 2-3 floors of rooms furnished and get rid of the rest. Trust me, you'll see a huge performance increase.

But how i can allow access to this room only for admins? Any ideas?

You don't have to make it admin only, you could just call it a "setting/config room" or make a "empty" version of the map. The typical name for rooms that change the map settings are usually called "Admin rooms" I recommend making it so that the room is only accessible by noclip, as most sandbox servers don't allow people to use noclip.
