Only issue is, having a weapon that does as much damage as a shotgun, but has more frustrating mechanics (a slow firing speed would be really obnoxious) would not be superior to the shotgun. So I'm thinking:
-Is a hitscan weapon, the damage you deal will varry less, but you need to land accurate shots.
-Is a revolver, your reload speed is slower, but reloading will refill all six shots, rather than one bullet as a time.
The same idea would be applied for a single action army for spy, giving him a revolver that only reloads one shot at a time but reloads faster.
