What my mind says:
Chargable by holding down left click, while charging you slow down (like the cow mangler) max charge takes 3 seconds, if not held to max charge shot will be fired normally. On max charge, the projectile goes 20% faster (can be changed0 and has a -15% damage debuff (also can be changed, I'm bad with percentages, so if -30% damage would be fair, plese note it)
