~40% Less damage! (cos scary!)
Valve should add new attributes for this (like Caper description)

Well, judging by both the bulk, and the special sights, I'd say
+50% explosion radius
-Rockets have arc
-%75 clip size
(big rockets that arc, basically)

since it's a cop launcher:
+25 damage against spies and snipers (the rogue classes)
movement speed while deployed +10
+ 25 fire rate
-25 clip size
rockets deflected will have speed increased by +50%

3 locks = 75% penalty (50% rocket damage)
4 locks = 100% penalty (25% rocket damage)
Can be shot out of air

Lob shot:
+50% explosion radius
Slight lob
Hit enemies are marked for death for 3 seconds

Most complex weapon ever (only a few of these stats would show up if this is what it was, like the lock % wouldn't show up, the projectile size wouldnt show up either)

What the in-game stats will say:
Chargable by holding down attack
When reached full charge, projectile goes 20% faster, and has -15% damage
-50% clip

What my mind says:
Chargable by holding down left click, while charging you slow down (like the cow mangler) max charge takes 3 seconds, if not held to max charge shot will be fired normally. On max charge, the projectile goes 20% faster (can be changed0 and has a -15% damage debuff (also can be changed, I'm bad with percentages, so if -30% damage would be fair, plese note it)

Locking on in tf2? Cool idea, but it would have 1 rocket with -75% reload speed, would be like another neon annihilator, only useful in that one situation, would be fun to troll with on certian maps :)
