Also having issues with the new dedicated server setup, I get a number of errors that happen only with dedicated server

you can go to mods dir under the dedicated server directory, find this mod and un archive the xxx.bin file.

or you can port your mod dir to this dir, ensuring the mod dir is the certain files instead of xxx.bin

Normally, you're supposed to put the following config in both modoverrides.lua (in your world (Master and Caves) folder :

PS : works fine for me on an ubuntu server with this config (but not on my kube cluster, will try to relay other infos once the kube deployment works)
