Help with Some Mission edits (Outpost Arsenal / Unlimited Items)

1) How do I edit the items given in crates taken from outposts? What file and line is it? (Items in crates are OP and would like to remove / edit them)

2) How do I turn off the Unlimited unlock setting for gear/weapons/items. Trying for a realistic game and don't want weapons "unlocked". Only want what weapons we liberated.
