"Buy Vehicle" missing at flagpole -- normal?
If the "Buy Vehicle" option is missing at the flagpole of my base, does that mean the game is bugged and I need to start a new game, or is it some kind of temporary penalty?

(I tried reloading persistent save but still no Buy Vehicle)
