Nothing has been removed or added into the new mods. Only splitting the small and large apart.
What has changed is how the game enforces the player speed.
When the player is walking, the speed is enforced too rigorously.
This isn't the only logged bug, but it does indicate that it has been there for a while. (July 2015)

As this is within the game engine and player speeds are not modifiable by mods, it's not in my power to fix it.
Edit: they have made it possible to chenge stuff with player skins. could you change the speed with a skin?
These setting are part of the Character settings, which is as you say, part of the new player skin features.
In the end, I could not get my player to move faster than 111m/s. They could accelerate a lot faster, but could not pass the 111m/s.
No changes as far as I know.
KeenSWH would really need to change how speeds are used to make use of a slower player flight speed, otherwise it would simply ruin the game.
The key part of this is, if you are on a ship that is travelling at 1000 m/s, you want to be able to move about the ship safely. The current code (if you could change the maximum speed of the player) if you restricted the player maximum speed to 100 m/s, would have the player slam into a bulkhead and be an instant death.
