Actual stats discussion.
I personally think stats for this weapon should be:

+ 15% Speed
+ 10% Firing speed
---------------------------------------
- 20% Damage
- 33% Clip size

Isn't that a little overkill along side a better enforcer basicly.

So I'll love to hear why this wouldn't be balanced exluding having 25 plus health than normal even with the kunai knife.

Also when I say restore I mean back to normal or 0, not to infinity.

Holy crap, Shooting while cloaked would be a nightmare for enemy players. Like seriously people would exploit that so much with the Cloak and Dagger

Although you see Cons help with it. IDK about the Cloak and Dagger (I updated it to make less abusable).

-30% range (Because its a snub nosed)
-15% Reload Speed (Because you have to load the bullets in 1 by 1)

i like the idea of cerberus's suggestion but perhaps it should be you can shoot while disguised instead of while cloaked i mean no matter how much you reduce the damage shooting while cloaked would be OP at least you can see disguised people also

-40% or -30% range (make you have to close to your target)
+900% Cloak Regen Rate
+200 Max Health
+100% Resistance to all damage
+500 Power Level
and to keep it balanced
-2% Damage

have to say this by the way:
normally, the player stats (like speed, health or regeneration) are made for melee weapons

how about:
- 10% damage
- 15% magazin size
+ 25% firing speed
