That little propeller is useful for gliding across the water! However, it has limited use. When you first get it, don't press the jump button too hard, give it a tap or press to glide yourself over the water and to the right. There's also a sign in the middle of the water there (hint). Use your second boost to reach the other side once you're near or above the sign.
