How about

Pros

+10% Chance to have a helicopter
+420% HL2 reference
+(Muffled) Extra voice responces

Cons

Blu team can always deal damage to you
On death: The Metropolice death sound is played

Yeah, this does look like a Psycho mask from Borderlands. ONE OF THE BETTER REASONS TO ADD IT TO TF2!!!! need a good sniper mask :)

It looks like a Fallout New Vegas Mask, just a little more enhanced.
Could also be from CS:GO Counter-Terrorist Class skins.

Correction it looks like the NCR Veteran Ranger mask
