Exarchates have the coastline; can't annex/seize provinces further inland

I have Konstantinos as an Exarchate, and they have all of the Adriatic coastline. I have Croatia as a Vassal and would like to annex it, but I can't because I can't make cores on any of the provinces. Additionally, I can't take provinces from countries in similar cases, such as Serbia. Is there a work around for this?

Take one of the Adriatic provinces from Konstantinos. Annex Croatia and then give the province back to Konstantinos...may work?
