It is not OP, it has a good use.
Sometimes you need to spy check as a engi and hitting someone with wrench is not really helpful. Sometimes, the spy will sap your stuff when your not looking and then he cloaks. Sure, you can destroy the sappers, but then he will just do it again when your not around. The Texan Heatmaker will help stop those spies, easily.
