Primary.
This thing is too useful to be a seccondary. If you paired this with the Rescue Ranger it would be insane because of the Engi's large pistol capacity.

No, because with the Ranger's small capactiy and the pistol's extremely large capacity, theres no reason for a dispencer because you can just grab metal. It would be fine if it was a seccondary if it would cost metal, but this thing is too good to be a seccondary.
