if this mod isnt working go to this location by typing in %appdata% into run
C:\User\AppData\Local\Introversion\Prison Architect/mods
And open all the folders, take a look at each manifest.txt file and look at the title inside it, when you find papers please, delete the whole file, restart steam and play prison architect.
