Would it be possible for a user to customize a frame-rate cap? To implement a slider of
preferable frame-rate to reduce graphic card resources. In menu I have more than 1500 fps, and throttles in the PC Power supply begin continuously squeaking.

I know that there is V-synchronization in options - but this is not a remedy because a mouse pointer in game becomes badly responsive when using V-sync...
