So I've run through a player vs. CPU game as Higarans and I found a really annoying issue in that at a certain point i just stopped getting more research options. literally everything else was researched and i'd hit admiral rank but i was still locked out of all capitals above shuttles and i didn't have certain technologies like stealth fighters.

Does anyone know whats up with this?
