However, the boost does need some adjustment. You can't fully stand up if you're boosted there, and your head is smashed against the skybox so you move slowly. Personally, I would recommend making the boxes smaller, and allowing Terrorists to peek over the top of the wall only if one person is fully standing on top of another person.
To answer your question, yes this box placement was intentional. The clip brush is to prevent terrorists from jumping and being able to peak spiral area and to stop jump scouting. You can also do this while boosting on the railing. After getting feedback from high caliber players it wasnt a spot that was OP at all because CT will be able to easily counter that boost.
Just take getting used to how the map is played for CTs to have counters.
