how about,

+10% health
+15% damage
-10% reload speed
8 rounds per reload
and you can shoot enemy sapper's of friendly buildens.

+ 50% Dmg
+ 25% Faster reloading

Cons:
-Slower reload
-10% Less accuracy
-10% Lower health

since its a stopping power gun it should have
Slows target by 10% when hit
10%slower firing speed
15%faster reload speed
would be faster reloading wise and would help against pursueing pyros or other classes so that you can escape like a dead ringer itd be a escape tool

Pros:

Mini crits from behind.
On kill: unit colision is ineffective for (?) seconds
and invisibility for (?) seconds.

Active:

Ram - rushes you forward instantly with alt fire and can go though units.
You start with (?) ram stacks.
On backstab or kill with The Rhino: Adds a stack of ram.
(?) second cooldown.
Cooldown is reset on kill.

Cons:

No invis watch.
Disguising is disabled for (?) seconds after you deal damage.
Disguising takes (?) seconds longer than usual.

We need something that can compete with the Ambassador. Right now, the Ambassador is the top spy primary that you can use, and everyone should undergo training to use it. This has to rival it in some way, or it'll be useless.
