It's overpowered, a direct upgrade to the Ambasador even without knockback, the way he changed it now is still too similar to the Enforcer only with knockback and slightly more downsides.

My idea is that the bullets are of a high caliber, with a noticable stopping power like a Rhino. Due to the weight of the gun and bullets, he holds less. Due to the recoil of the high powered revolver, Spy needs to keep the gun steady before firing another accurate shot.
This makes the Rhino useful in a pinch against pursuing enemies like Pyros or Scouts who are chasing you, or to disorientate enemies at close range as a sort of plan B when the knife cannot be used like all revolvers serve as. This one, however, emphesises close range, being less effective at longer ranges especially with it's low ammo capacity.
