I see this bug is rare, but still not even mentioned.... i have same issue, if i find a fix, ill post it

to fix lighting, copy the PEI lighting.dat file and paste it to overwrite the maps old lighting.dat file. In all, the maps own lighting file causes it to look like that. PEI's lighting file should fix it, it did for me.

^^^tried this, and now the entire map is green and red, but does have some slight shading. playable, but still not ideal. will continue playing around with it

For those of you who are having issues with lighting and roads, I have fixed them and re-uploaded them to the workshop, feel free to check it out. I will be updating it and fixing any problems that people find. This is meant be exactly like the original map.
