If Papa Khan gets assassinated, then the new leader Regis Khan gets an event prompt that comes up where you become allies with the NCR, giving +40 NCR relations and -50 Caesar's Legion relations.
I don't believe that the courier should have the power to completely change the game, like he can in Fallout: NV, so even if the courier is pro-NCR and every event goes in the NCR's favour, Caesar's Legion will be able to win the war. Plus, there will be no ridiculous stuff like 'The Courier has wiped out Red Rock Canyon... For no reason...'. Events like this could be all over, and if earlier start dates, more events concerning the other games can be inclueded.

DRUG EPIDEMIC IN FREESIDE
Allow if: Controls New Vegas but isn't Caesar's Legion
'Addiction to debilitating drugs and alcohol has spread rapidly throughout one of the biggest slums in New Vegas. Despite the Couriers efforts*, many residents are still addicted, some are dying due to their addictions and a few are even going crazy. Julie Farkas from the Followers of the Apocalypse, based in the Old Mormon Fort, are asking for assistance help stop the problem.'

OLD MORMON FORT EXPANDED
Allow if: Is NCR, controls New Vegas and there is 'good' Courier event chain
'After the NCR's victory at the dam, in part thanks to Follower's medical support, NCR allowed the Followers to care for refugees as they see fit. Old Mormon Fort expanded its services and was able to aid more people, becoming a refuge for the less fortunate citizens of New Vegas.'

FOLLOWERS LEAVE FREESIDE
Allow if: Is Caesar's Legion and controls NV or is New Vegas and has -2 stability

BONEYARD LIBRARY FLOURISHES
Allow if: Is NCR, controls Boneyard, is at peace
'Despite a decline in relations between the Followers and the NCR in recent years, Boneyard Library has beaten the odds to become one of the foremost centres of education and research in the wastes. As well as this, they are very popular amongst poor communities benefiting from their assistance. Maybe co-operation with the Followers would be good for us.'
- With our resources and their knowlege, we could gain a lot! (+50 all points, -2% tech cost)
- But they still won't join us; we need to only strengthen ourselves! (+2 mercantilism)
PS:
One of these includes a mechanic I talked about earlier where there'd be a randomised Courier who'd either be Good (NCR), Neutral (50/50 Yes Man or Independent) or Bad (Caesar's Legion). Depending on which one he is, he would open up events for different nations in the game, but not determine them completely. Maybe the chance should affect the AI more, with some events only affecting the AI specifically. e.g. the Courier becomes the leader of New Vegas. These sort of events could link with any quests in-game and thus has huge potential. Here's an example of just one set of options where the Courier depending on his path can affect the outcome:
BOOMERS BEGIN TO WALK THE WASTELAND
Allow if: Is NCR, controls New Vegas, Boomers independent, has 'good' Courier and he wins over Boomers (75% chance)
'With the help of the Gun Runners, the Boomers developed a healthy trading relationship with the NCR. Eventually the Boomers began wandering out into the wasteland, while still preventing outsiders from entering Nellis.'

THE WHOLE OF THE MOJAVE FOR OUR TAKING
Allow if: Is Caesar's Legion, controls New Vegas, Boomers independent, Courier did not win over the Boomers (25% chance)
'The Boomers don't seem to be that strong, otherwise they would have done at least something at Hoover Dam. We need their weapons and secure the whole of the Mojave. The only sensible option is to take Nellis Air Force base, no matter what the cost.'
- The Mojave will be ours! (gain claim on Nellis Air Force Base, +5 prestige)
THE BOOMERS FIERCELY MAINTAIN INDEPENDENCE
Allow if: Is NCR, has 'bad' courier, controls New Vegas; Is Caesar's Legion, has 'good' courier, controls New Vegas and Courier wins over Boomers for either (75% chance)
'After their display of power at Hoover Dam, it seems the Boomers are too strong to worth taking the losses for. We should hold off any assault, at least for now.'

They have implemented some features I advised them to do to be fair. Like the Caesar's Legion and White Legs having dead nations cores on them and the the latter being a vassal of the former. Also, I suggested that the OPMs in the BoS midwest should be vassals of BoS Midwest. I also suggested they should make Vault City an OPM and other stuff too.

For Alaska their should be Strange signal from asia and you could be able to find Soviet Russia or Chinese Tribes that you can fight or ally with and the could have different goods like
silk or canned food that can increase manpower instead of "foodstuff"
Yes but i Remember that in Dead Money Dean played shows around the globe before it got nuked and his last trip was in ireland Also maybe not China but maybe Russia Since From what i found it didnt entirily get hit so they migh still have a normal life. Also Present day America get some oil from Russia, so i wouldent think we would nuke them but also their were th petroleum wars so yeah.

Also in this Fallout Tactics they were going to stop by Russia then go to China which means China is for the most part still Around problably in the same situation with something like the Enclave, NCR, and Ceasers Legion but in China.
