BoS Outcast
Why were the BoS Outcast from Fallout 3 omitted from the game? It seems like they should be in there as a very small one province nation.

Yea but then the Enclave would have to be really downscaled aswell

I think the BoS Outcasts were eventually reintegrated into the Brotherhood of Steel.
Honestly, they probably are too small to fit in Washington D.C.
