I don't know why this happens (and it doesn't happen with any other custom asset), but this specific asset first of all takes substantially longer to finish building than other every other building. Several minutes in fact.

It also never upgrades. When it's ready to upgrade it builds the scaffolding, then rebuilds itself again and again forever. I can only stop it happening with another mod that lets me force buildings not to upgrade.
