As you suggested, its not cheating rather than correcting the short bus directional road placement.
Yes, but those mods are optional. You don't have to turn them on. If you want to get the achievement the legit way, don't use the mod, just use mods that enhance the gameplay and use the unlocker so you may still unlock some achievement.
Or, you have problems with people unlocking achievements through cheating mod?
Like MSG said above, who cares? It's no skin off your back if someone else decides they want to "cheat". It's single player. Hell I've used a money mod just to accelerate the early gameplay. Why? Because I've been through it all before and I've got limited time to play. Does that somehow suddenly devalue your gameplay? No. No it doesn't.
Quite frankly, you aren't the arbiter of what is "cheating" and what isn't.
