Government-linked Corporations
In your mod the Government-linked Corporations give a penalty of -0.1+(0.15*x) to the Capitalist voter group while giving a penalty of -0.12+(0.18*x) to the Liberal voter group. I think the penalty to the Liberal voter group should be smaller and less dependent on x than the penalty to the capitalists. The reason for this is that the game treats the liberals as more social (American) liberals (pro gay rights, human rights and abortion) than classical liberals (pro freedom, in both social and financial realms). In the game the Capitalists represent the economic liberals (to a extent) while the liberals are the social liberals (to a extent).

With this distinction in mind the liberals shouldn't have too many objections to a Government-linked Corporation. As a social liberal myself I would be very okay with Government-linked Corporations, as long as they respect human rights. This last thing would be a potential problem from a liberal point of view, the corporations disrespecting human rights because they have the backing of the government anyway, so they can get away with it. However if you follow this line of reasoning the liberals should prefer Government-linked Corporations with a lot of state control over those merely owned by the state in name, since with a lot of state control there are more possibilities of regulating against human rights abuses. While human rights abuses become more rampant when the Government-linked Corporation is more of a state sanctioned monopoly than a Government-linked Corporation. For example the VOC (https://www.youtube.com/watch?v=zPIhMJGWiM8 , http://en.wikipedia.org/wiki/Dutch_East_India_Company ) which had a state sanctioned monopoly and the backing of the state in a lot of ways, as well as its own army, is responsible for the worst human rights abuses (I think) my country (the Netherlands) has ever committed.

Thanks Selon, how about remove the penalty to the Liberal voter group, but a chance to trigger a human rights abuse event to affect the Liberal voter?

I think that would be very cool, however I think that making human rights abuse feel like more than just a token effort would be quite difficult. So either it is just a stat that determines one other stat, namely the penalty you get from the Government linked companies to liberal opinion, or it is a lot of work. It would be a lot of work because a ton of other policies also have at least something to do with human rights abuses (many people would say that the death penalty is a human rights abuse in every case, and maybe some people would say that jury trials with a jury of your peers is something which guards against human rights abuses). Also the creator of the game gave (almost)everything, that could be construed as being a human rights abuse or having quite something to do with one, a effect on liberal opinion of you (the government).

But if you would want to implement this here is a short lecture on human rights (and maybe also a bit of liberal philosophy in general).

First off there are many different types of human rights, but to oversimplify we can categorize them as either positive or negative human rights, and essential or non-essential human rights.
Negative human rights are about freedom from tyranny. Not having a government that interferes with your right to life or your right to chose to marry who you want. In terms of a simplistic rule, everything that a person really doesn’t want to happen to them (death, torture, etc.) would violate negative human rights.
Positive human rights are rights to things like food housing, health care, etc. From these human rights one could derive a duty for the government to provide these things and a failure of both the government and the market to provide them could be seen as a human rights abuse by omission. These human rights are however sometimes a bit more controversial (especially when a duty is derived from them), because they sometimes clash with economic freedom, so even in liberal circles there is far from a consensus on these rights.
With positive/ negative human rights, it might be a good idea to think about the duties they bestow upon the government, and whether the government or the business world is responsible for them. In the case of the government linked corporations, it could cause damage to both positive, and negative human rights. Negative human rights, if for example the police becomes a bit of the corporations security and enforcement department. Keeping out journalists, or throwing people out of their houses when the company needs them. However a friend pointed out to me that the government corporation could also have an adverse effect on equality of opportunity because now, a lot of people can’t work or start a business in a certain sector.
Essential human rights would be rights you really need in order to live as a person. So, the right to be alive, right to food. These rights also include rights that are essential for a society to work.
Non-essential human rights are things not necessary to live or for a society to work.
Another thing to consider is that the balance of power (between market/government or government/religion) also has a huge impact on the possibilities for human rights abuses. It is much easier for an government/company/religion to commit a lot of human rights abuses if they have all the power. Specifically for the government it is a lot easier to commit a human rights abuses if they have a lot of power (and options) in the security (or police) section. Specifically When you’re allowed to torture people kill them and have secret police this makes it a lot easier.

The last thing (that I’ll mention here) that is very important is oversight. It is a lot harder for a government (or a market or religion) to commit human rights abuses if they have a lot of oversight from for example, jury trails, supreme courts, market oversight committees or the free press.

If you want I could try to look into what specific changes to the game would make human rights abuses as a scenario work/ a cool system.

If you want to add human rights abuses I would say that the following policies have an effect on HR abuses:
From the base game

From your mod I would say that both the gov corp and the disedent jailing add abuses.

If you add the abuses you should probably play around a bit with the balance to see how much you want each to add/ substract. I would also reduce the penalty to liberals to the policies where you add abuses, because that should also be included in the HR abuses.

I would make the effect itself have an effect negative effect on how the liberals and ethnic minorities see you (their opinion) and have a negative effect on ForeignRelations.
