İn an army of greed quest i have to speak with agnar but when ı try to speak with him game says he is busy i need help guys

Try waiting. That prompt means they're part of a scene that's playing. It sounds like something weird happened and someone is missing from the scene. Trying waiting in-game for 1 hour (via wait prompt) to see if they pop in and the scene continues.
