could you please share both save games?
Both saves in my workshop.
I have done a video of the problem.
The 1st and 2nd buses pick up their correct allocation as does the 4th however the 3rd bus only picks up 120 out of 300 and the 5th only 285.
There are 900+ passengers waiting at the stop so they should all fill themselves.
Have you any idea what could be causing it ?
You could try the following:
1. Phantom Lane Remover to check for Phantom CitizenUnits it also shows if you have reached the CitizenUnit cap.
2. Remove the problem vehicles and then add a new vehicle which will ensure that enough CitizenUnits are created for that vehicle (if you are not on the CitizenUnit cap).
3. Set the vehicle capacity to default and then set it to 300 again which will also ensure the CitizenUnits if you are not on the cap.
It was citizen units, I created cheaty hospitals with way to many beds which were using loads of the units up, changed patient amount and all working fine now.
