Budget control currently removes buses on a line until bus count is at some predetermined non-configurable limit.

-It may be more useful for budget control to lock the line to buses only spawned by the user. Budget control should not remove buses the user has spawned.

-Alternatively, an additional option could be added to lock spawning of buses to user spawned units only

-This would be useful in allowing full control of bus lines to the user, and preventing the mod from spawning crap we don't want on a line

Example: User has a bus line running 8 Citaro G-11 articulateds and 8 Citaro C-11 40-footers. The mod will begin spawning in or replacing units with random buses the user does not want on the line. A couple weeks later in-game time, half the user selected buses on the line are now gone and replaced with random bus types.

This makes line managment sloppy and time consuming as the user has to micro potentially dozens of lines to make sure there are no unwanted units in play. Locking bus lines to user-spawned buses will prevent this issue.

This is an essential mod and would be perfect with full user control of lines possible.
