Perhaps You can better explain, what all the options do , what numbers can written in and for example: what is faster or slower..?

most options have tooltips that show some informations, I'll try to update the tooltips with more infos. I'll also update this section when I got the time for it.

This does not work for me (never has, either). Hovering over the line type doesn't even highlight it. Is this functionality provided by another mod? Or is it perhaps a conflict with TrafficManager or Traffic++, which I am also using?
because that isn't a feature from IPT. It is from Extended Public Transport UI. The author of the video hasn't mentioned that in his video.
